Stop Carney’s Surveillance Plan:
Stop Bill C-2!

Prime Minister Mark Carney promised to keep his “elbows up” against our southern neighbour — yet his first major legislation is turning Canada into part of Trump’s surveillance state!1

It’s unbelievable but true: he’s pushing an unprecedented surveillance bill — the so-called Strong Borders Act — that gives spies and police huge new powers to demand data about our Internet activities without a judge’s warrant and share that data with the U.S. — whether we’re suspected of a crime or not!2

Tell Mark Carney: capitulating to U.S. data demands isn’t leadership — it’s a betrayal of Canadian rights and values. Our rights are on the line like never before. But if we stand together and speak up now, we can stop this dangerous legislation from turning Canada into a surveillance state!

What is Bill C-2, the “Strong Borders” Act?

It’s a surrender of our rights and our sovereignty, designed for just one thing: appeasing President Trump.

In a shameful bid to win trade concessions from the United States, Prime Minister Carney is putting Canadian rights and values up for sale. 

Your privacy is first on the chopping block. Bill C-2 would allow police and spies to demand, without a warrant, that anyone in Canada reveal if you have an account with them, and how long you’ve had it for. With a judge's approval, they could go much further,  gain access to far more sensitive records, like your contact lists and location history.

The worst part? Authorities only need to suspect your information might assist their investigation under any Act of Parliament, not just serious crimes. Their surveillance tendrils will go well beyond victims and suspects, covering friends, family, colleagues and bystanders. There’s no clear limit on how far Bill C-2’s spying could reach!

It gets worse still: Bill C-2 sets up surveillance of Canadians for the US and global autocracies too.Bill C-2’s text mirrors a controversial UN cybercrime treaty,4 creating a two-way street for data demands — not just from Canada to other countries, but from these states back to Canada.

Does all of this sound like Canada to you? Not to us! But it’s a wishlist of changes President Trump wants from us, and unless we fight C-2 now, he’s going to get it!

Isn’t Canadian security important?

Of course — and that’s why Bill C-2 has to be stopped! Bill C-2 trades AWAY our personal security through unchecked surveillance powers, putting our privacy and freedoms at risk.

Bill C-2 is disguised as a “Stronger Borders” bill — but it’s not really about better law enforcement, tighter borders, or more control of Canada by Canadians. Instead, it hides a profound erosion of Canadian rights that will ultimately make every Canadian less safe. What’s more, Bill C-2 violates Canada's obligations under international human rights law to give a fair hearing to refugees and migrants — a betrayal of the humanitarian values that Canadians believe in.5,6

A nation-wide surveillance system of every electronic service and device in our country does not make Canada more safe; and neither does handing over our sensitive personal data freely to the world’s dictators. Bill C-2 is simply too broken to pass; the government must withdraw it now, and propose border legislation that respects our obligations to existing Canadian and international law.

Can we really stop Bill C-2?

Yes. Opposition to Bill C-2’s “America lite” action plan is overwhelming and growing FAST. Across every province, every part of the political spectrum, across the diverse cultural and linguistic communities that make our country: Canadians are saying NO to Bill C-2! Even the former director of CSIS is telling the government Bill C-2 goes too far, and it is time to listen to civil liberties groups like us!7 We cannot make our policies subservient to America, and that means NO to anti-rights, anti-privacy, anti-Canadian Bill C-2! 

This parliament is filled with new MPs who haven’t yet heard from you and don’t realize how much you care about our country and our digital rights. That’s why now’s the time to speak up! Tell them Bill C-2 is a betrayal of your values, and you won’t stand for it.
